He holds a Master of Business Administration from Louisiana State University and a Graduate Certificate in Emerging Technologies with a focus on artificial intelligence, cloud computing, and enterprise systems. Jozue is the Founder of Top Tier Project Services LLC, where he delivers certification-aligned training and workforce development programs in project management, Lean Six Sigma, and applied AI.

Jozue brings a structured approach to artificial intelligence through his CIIO™ Framework (Context, Instruction, In Scope, Out of Scope), which enables professionals and organizations to adopt AI in a controlled, ethical, and operationally effective manner.
