In her tenure with the oilfield services giant, she not only managed multiple technology implementations, she also learned to drive an 18-wheeler!  Ms. Hill holds a B.S. in Petroleum Engineering from Texas A&M University and has twenty years in leadership and talent development.

    Mr. McLaughlin is a principal in McLaughlin and McLaughlin, an international project planning and management consulting firm.  He provides Program / Project Development / Planning, Program / Project Management, Construction Claim Preparation, Claim Defense and Counterclaim, Litigation Support / Testimony and other similar services.  He provides domestic and international clients with project planning and management services and advice.  He provides training and workshops on a worldwide basis on topics that include planning and management of large and complex projects.

    Over the last ten years, Mr. McLaughlin has been Program or Project Manager on Hydrogen Plant, Sulphur Recovery Plant, Data Center Program, Refinery Retrofit and Pharmaceutical Manufacturing.  During this same period, he has project managed and technical managed six disputes with total value exceeding $500 million.  In addition, he has provided services in the following project types: Refinery (grass roots), Hot-Briquetted Iron, Oil Sands Downstream/Upgrading, Carbon Monoxide Plant, Melamine Production, Ethanol Production, LNG Terminal, LNG Production, Desulphurization Facilities, Power Generation (gas fired, diesel, geothermal), Pharmaceutical Manufacturing, and others.

    Mr. McLaughlin is an instructor in Austin PMI’s PMP exam preparation course.  Further, he has spoken before the Austin PMI, Houston PMI, AACE, EVM World and other international organizations.

    He is certified PMP, a certified CMM and a licensed General Contractor in California.  He is a member of College of Performance Management.  He is a member of PMI including COS Community of Practice (and six other COP’s).  Further, he is a member of CMAA, Society of Construction Law, American Bar Association and The State Bar of Texas (Construction Law Section).  Mr. McLaughlin holds a BS (US Naval Academy), MS (Catholic University of America) and MBA (The Wharton School).  His profile is on LinkedIn. 

    Topic Description:


    In managing projects, planning and management of direct labor continues to be a major variable and risk (cost and time).  This managerial challenge represents a significant opportunity to upgrade performance results while managing the risk profile.  Use of labor productivity strategies and selected Key Performance Indicators (KPI’s) represents a powerful managerial tool for the planning and execution of projects.  This presentation addresses use of this management opportunity starting with planning, through execution, controlling and closeout.  This presentation includes managerial tools and KPI’s as well as diagnostic techniques and corrective strategies/options.  Attendees will receive practical planning and management processes, tools and techniques that are applicable to their project work.

    The introduction of the updated CCR system, has resulted in a much simpler procedure for claiming PDUs. As before, there are no specific PDU codes for events that award up to 2 PDUs. Each PMI Houston meeting with a 1-hour presentation, on a PM Talent Triangle topic, equals 1 PDU. (The category for each presentation will be indicated on the web-site)  This includes dinner meetings, pre-dinner meetings and meetings at any of PMI Houston's satellite venues.  If you attended both pre-dinner and dinner presentations, please submit 2 PDU claims following the process below for each presentation event.

    Procedure for getting PDU credit for PMI® Houston’s meetings towards the recertification of your PMI credential (PMP, PgMP, etc.):

    1. Go to and log in using your Username and Password.
    2. Select myPMI and click on “Report PDUs”
    3. Click on “Organization Meetings” and fill in the form.
    4. Organization Host " PMI Houston "
    5. Title  “Chapter Meeting”
    6. Meeting Number (Optional)  C012 (zero)
    7. Date Started Use Calendar to complete
    8. Date Completed Use Calendar to complete
    9. PDUs claimed - Enter 1, under the relevant category of the Talent Triangle. (Each 1 hr. presentation equals 1 PDU)
    10. Review the data entered, if correct click the box indicating "I agree this claim is accurate"
